Monroe County encompasses all of the Florida Keys and Everglades. As a popular tourist destination, the County has included short-term vacation rentals (STRs) as part of their community for years. A specific ordinance allows STRs in certain districts and bans them in other districts, such as single-family, residential areas that the County wishes to preserve for its workforce and families. County staff have struggled to enforce this ordinance for decades.
Monroe County found illegal STRs from complaints from neighbors. “We were challenged with trying to figure out what evidence we could provide through our Special Magistrate process to prove that a person was using a residential unit as a vacation rental,” said Christine Hurley, Assistant County Administrator.
County staff attempted to go online to identify addresses to link them with advertisements. “But people don’t advertise the actual address, so linking evidence to our case was super challenging.”
Staff began to feel the pressure to solve the problem especially when the commissioners faced rising complaints from citizens.

Monroe County learned about the Host Compliance software while “searching out of desperation” for a solution.

Most of the work related to STR regulation is now completed in office using the Address Identification module. The software eliminates the need to drive around the County in the hopes of matching pictures from a listing to a home on the street. The system automatically links an identified address to records from the property appraiser.
Staff are also focused on repeat offenders. The County has a second violation policy with a maximum fine of $15,000. Hurley explains that some homeowners view this fine simply as a cost of doing business, but for other homeowners, the County’s initial notices prevent second violations.

Like many local governments in California, the team at the Napa County Election Division has many critical duties in support of local, state, and federal elections. They also must help ensure all required government officials disclose their financial interests.
Designated filing officers must accurately track, manage, and deliver documents related to the disclosure of government employee and elected official Statement of Economic Interest, known as Form 700 in California. The process is regulated by the State of California’s Fair Political Practices Commission (FPPC).
Staff at the Election Division have their own goals to increase efficiency and make sure officials file on time. Napa County’s recently updated strategic plan has a priority goal of making government more transparent.

The software allowed the County to provide their zoning districts from their GIS database so the system can sort addresses that are being advertised by zoning district. This allows staff to easily determine whether a STR is in a zoning district that allows them, meaning hosts can simply come in and get a permit to be legally recognized.

Angela Martin, a part-time analyst for Truckee, uses the software daily. “Address Identification is the main tool that we use, and from there we use the letter generation,” she said, referring to the Compliance Monitoring module that lets governments send letters to non-compliant properties in bulk.
